Laleh Park is the right place. It is close to The Ministry of Agriculture in the east, Iran's National Rug Gallery to the Northwest, and the Tehran Museum of Contemporary Art in the west. I used to go there at weekends and walk through its pathways and picnic shelters. There are some nice coffee shops, fast-food stalls, and shopping centers around the park.
